　　To measure the advance of a nation, two elements should be priorities: education and healthcare. Regarding education, tuition fees will be a huge barrier to equality indeed. Naturally,there are two attitudes towards who should pay the bill of tuition fees - the government or theindividual. Personally, students are more responsible for this issue.



　　Admittedly, the local government is obliged to public education to some extent, for it is aninevitable obligation for the authorities to support higher education for its citizens. However,if the government pays all tuition fees for college students, it will make the economic budgeta pressing burden without doubt. As a resident, one should share the odds with the localgovernment if possible.



　　Nonetheless, why should students and their families pay tuition fees? First, attending college isa personal choice, which means not every teenager will go to university; if so, the governmentcannot support some of the youth since it breaks the balance in society. Sccond, it will be adriving force for those students who pay for their education at schools. Without charging, somemay have an idea that they are not responsible for college life, so do their families. The situationwill totally change if they spend their own money in learning at colleges.



　　All in all, students should pay their tuition fees in large. For those living in poor areas, thegovernment should provide some scholarships in order to maintain the balance and equality inpublic education.

 

 

　　衡量一个国家的进步程度。有两点因素应放在首要位置：教育和医疗。说到教育。学费就是教育平等的巨大阻碍。自然，关于谁该缴纳学费就呈现两种态度：一是政府。一是个人。本人觉得学生有责任缴纳学费。

 

　　必须承认，从某种程度上讲。当地政府有义务承担公众教育。因为这是不可避免的责任，政府应支持公民享有高等教育的权利。但是。如果政府负担所有学生的学费。那么势必会给政府的财政预算带来沉重的负担。作为公民。应该尽可能分担当地政府的负担。

　　既然如此，学生和他们的家庭为什么要负担学费呢？首先，上大学是一种个人选择，也就意味着并不是每一个青年都接受大学教育。如此。政府就不能因支持这些上大学的年轻人而破坏社会平衡。其次。对于那些缴纳学费的学生而言，这是一种动力。不缴纳学费，有些学生可能会产生不须要为大学生活负责的想法，他们的家庭也可能会有相同的看法。而当学生须要为了学习花自己的钱时。情况就完全改变了。

　　总而言之，在很大程度上，学生应该支付他们的学费。对于那些贫困地区的学生，政府应该提供奖学金。以保持公众教育的平衡和平等。
