　　The issue ofchildren doing paid work is a complex and sensitive one. It is difficult to saywho has the right to judge whether children working is "wrong" or "valuable".Opinions willalso differ as to "learning" benefits; no doubt teachers andfactory owner, for example, wouldhave varying concerns.

　　An importantconsideration is the kind of work undertaken. Young children doing arduousandrepetitive tasks one factory production line, for example, are less likely tobe "learning" thanolder children helping in an old people"s home. There arehealth can safety issues to be considered as well. It is an unfortunate factthat many employers may prefer to use the servicesof children simply to savemoney by paying them less than adults and it is this type ofexploitation thatshould be discouraged.

　　However, in manycountries children work because their families need the additionalincome, nomatter how small. This was certainly the case in the past in manyindustrialized countries, and it is very difficult to judge that it is wrongfor children today to contribute to thefamily income in this way.

　　Nevertheless, inbetter economic circumstances, few parents would choose to send theirchildrenout to full-time paid work. If learning responsibilities and work experienceare considered to be important, then children can acquire these by havinglight, part-time paidwork or even doing tasks such as helping their parentsaround the family home, which areunpaid, the undoubtedly of value inchildren"s development.
